Under the authority of the Assistant-Director General for Communication and Information, the overall supervision of the Chief of Section for Freedom of Expression and Safety of Journalists (CI/FEJ), and the direct supervision of the relevant Senior Programme Specialist / Advisor for Communication and Information (CI/FEJ), the Associate Project Officer (Reporting & Outreach) will be recruited to co-support the knowledge sharing, communication, and outreach strategy of the Global Media Defence Fund (GMDF), a Multi-Partner Trust Fund that supports not-for-profit organizations working on the ground at the local, regional, and international level in the undertaking or upscaling of projects that bolster journalists’ legal protection and/or enhance media freedom through investigative journalism or strategic litigation.
The Outcomes of the Global Media Defence Fund are in line with 41 C/5 Output 6.CI2 “Member States have strengthened capacities and raised awareness to enhance norms and policies related to freedom of expression, press freedom, safety of journalists, including women journalists, and the right to access information, online and offline”. 
The Associate Project Officer (Reporting & Outreach) will also support the work of CI/FEJ and the overall mandate of the Section, as instructed by the supervisors.

The post is located in the Freedom of Expression and Safety of Journalists Section of the Communication and Information Sector (CI/FEJ) at UNESCO’s Headquarters.

The main responsibilities of the Associate Project Officer (Reporting & Outreach) will be as follows: 

Programme and Project Support: 

  • Contribute technical inputs for the administration, development and implementation of knowledge-sharing, communication and outreach strategies of relevant programmes and projects, and in particular contribute to the development and implementation of communication and outreach strategies (online and offline) to promote the activities and results of the GMDF, tailored to key internal and external audiences and ensuring alignment with the communications priorities of the GMDF and of UNESCO.
  • Provide professional inputs and technical support to senior staff on programmes, projects, priorities, requirements, implementation options and partners; identify areas for improvement and correction and propose actions to facilitate implementation.
  • Carry out relevant thematical and situational analyses, including the analysis and evaluation of knowledge-sharing, communication, and outreach implementation and delivery; communicate on GMDF and UNESCO activities and events through internal and external communication channels and ensuring their timely dissemination and amplification, as instructed.
  • Contribute to improving the visibility of the GMDF, UNESCO, its partners and projects, including by assisting in the conceptualization, production, and dissemination of visibility materials; support the drafting and editing of annual reports, information material, outreach publications, human-interest and success stories related to the partners or beneficiaries of the action of the GMDF, website articles, news features, concept notes, speeches, correspondence, briefings, and other relevant documents, draft sections or components of project documents and reports, and draft proposals setting out plans for communication, knowledge-sharing, outreach and other relevant activities concerning relevant programme/projects, as well as comment on project progress.
  • Identify opportunities or areas for increased interdisciplinary collaboration; provide substantive logistical, and administrative support to relevant projects, consultations, meetings, events, and missions; provide information and technical guidance to Field Offices and project partners, with relation to the communication, knowledge-sharing and outreach aspects of programme priorities, project formulation requirements and other relevant information to support the implementation of relevant projects/programmes.
  • Gather, review and compile contributions for the preparation of statutory reports, documents and processes and keep track of outcomes as relevant.
  • Research and Knowledge Management: 

  • Conduct research, compile analyses, data and inputs for publications, documents, projects and policy proposals and recommend elements for inclusion, with a focus on communication, knowledge-sharing, outreach and other relevant issues.
  • Ensure knowledge management, websites and information systems are up to date and content is coordinated and shared with CI staff regardless of location so constituencies can participate in different online discussions and information exchange.
  • Analyze best practices, situations, needs and current trends to contribute inputs and recommendations to a variety of proposals and reports, as well as identify and highlight areas of concern and opportunities to colleagues and management.
  • Partnerships: 

  • Facilitate knowledge sharing on ongoing and completed partnerships, including aggregated facts & figures on impact and outcomes. Analyze and compile background data for potential partnerships and fundraising events and opportunities.
  • Carry out backstopping in support of collaborative communication, outreach, knowledge sharing and other relevant activities for colleagues at Headquarters, in the Field and Institutes and participate in field missions as relevant.
  • Support the work of the CI/FEJ Section and other specific duties contributing to the Sector’s mandate, particularly in relation to events, launches, campaigns, reports, and other key communication, reporting, knowledge-sharing and outreach activities; and support Section and corporate communication by drafting, generating and providing contents for reports, publications, brochures, leaflets, social media content and other visual, online and written communication, information and outreach materials, as well as support their subsequent dissemination.

  • Advanced university degree (Master’s or equivalent) in journalism, media, communication and information, or other related fields.
  • Work Experience

  • A minimum of two (2) years of relevant professional experience in journalism, communication or management of communication projects/activities for prominent media outlets, or organizations, and/or international initiatives (including multilingual campaigns, events, partnerships), of which preferably at least 1 year acquired at the international level.
  • Skills/Competencies

  • Strong analytical skills.
  • Ability to transform dense technical and programmatic information into engaging content that is accessible to the general public and a wide array of partners and stakeholders.
  • Diplomacy and advocacy skills, in particular the ability to collect, synthesize and analyze information from various sources and convey messages.
  • Good knowledge of communication strategies and techniques.
  • Excellent organizational and planning skills, following a results-based approach.
  • Excellent interpersonal and communication skills, and ability to process and share knowledge on sensitive on complex issues. 
  • Excellent understanding of UNESCO’s work to promote freedom of expression and the safety of journalists, including specific threats faced by women journalists.
  • Ability to establish and maintain effective working relationships in a complex and multicultural environment.
  • Flexibility to adjust work schedules and priorities; capacity to work effectively under pressure.
  • Excellent IT skills, with proficiency in the use of MS Office (Outlook, Word, Excel, PowerPoint, etc.).
  • Languages

  • Excellent knowledge of English (written and spoken).

    Work Experience

  • Experience working with the United Nations or a comparable international organization.
  • Practical experience in the field of journalism and/or civil society related to freedom of expression issues is an advantage.
  • Languages

  • Good knowledge of French.
  • Knowledge of one of the official languages of UNESCO (Arabic, Chinese, Spanish or Russian).

    UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

    The approximate annual starting salary for this post is 52 006 US $.
